For now, we are basing promotions on judgements derived through observing the performance of the crew. We are trying to recognize outstanding performances that continue over a reasonable period of time. Crew members who keep up a steady submission of story segments that show an obvious effort to keep the storyline going and interesting are most likely to earn a promotion somewhere down the road. Obedience is another important factor that will determine whether a crew member receives a promotion or not. Regular attendance of simms held via e-mail is another element that Galaxy Exploration Command will observe.
There is one very important rule. ANY member of the Galaxy Exploration Command may recommend a crew member for promotion. If a crew member makes a post claiming that he/she deserves a promotion, the promotions officer will immediately send receipt of a promotion form to the Department Director and the Ship's CO. A CO or a Department Director can move a member up to one step below his or her own rank.(Ex. if the CO is a Captain, then the CO can promote personnel in his squadron up to the rank of Commander but you can not have more than two Captains on one vessel at any given time.If a Flag Officer is a Ship CO, the highest rank attainable by a member is Captain.
The reason for this rule is to guard against people with immature or impatient tendencies whose only concern is self glorification. Galaxy Exploration Command does not want to be pressured. We take the issue of rank seriously. If you want to attract our attention, rendering services above and beyond the call of duty is the way to do it - not hassling your Ship's CO.
Promotion from the rank of Commodore and above is in the hands of Admirality to determine. Such occurrences will be extremely rare. The same rule outlined earlier applies here as well.
